The illustrious career of esteemed penal reformer Zebulon Brockway was marred by dark accusations and a full-blown investigation of improprieties in his role as Superintendent of the Elmira Reformatory. Innocent in his own eyes and those of his supporters, was Brockway a saint or a sinner, or does the truth lie somewhere in between? An examination of historical documents and Brockway's own words will shed some light on this intriguing question.
